EARLY NOTICE AND PUBLIC REVIEW OF A PROPOSED ACTIVITY IN A 100-YEAR FLOODPLAIN

To: All interested Agencies, Groups and Individuals This is to give notice that the City of Granbury has determined that the following proposed action under the Community Development Block Grant administered by the Texas Department of Agriculture (TDA) and ERR #(CDV21-0085), is located in the 100-year floodplain, and the City of Granbury will be identifying and evaluating practicable alternatives to locating the action in the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management. Project Description: Storm Drainage Improvements Install approximately five hundred forty-two linear feet (542 LF) of concrete channel, one hundred fifty linear feet (150 LF) of box culverts, two (2) concrete headwalls, twenty-six linear feet (26 LF) of concrete retaining wall, two hundred fifty square yards (250 SY) of grouted rip rap, related pavement repair and utility adjustments, and all associated appurtenances. Acquisition Carry out all acquisition of needed real property, easements and/or right-of-ways including the drainage easement project site in compliance with program requirements. Professional Services including Grant Administrator and Project Engineer activities. LOCATION: All work will occur in the City of Granbury, Hood County, Texas in the following location: ● The Woods Apartment complex and along the Pearl Street ROW (between W Pearl St. and S Park Dr. and west of S. Hawthorne St. (Southern End:32.44056, -97.80014 / Northern End: 32.44209, -97.80011 ) FLOODPLAIN According to FEMA map #48221C0185E (effective date 4/5/19), portions of the project will occur within the 100-year floodplain: The Woods Apartment complex and along the Pearl Street ROW (between W Pearl St. and S Park Dr. and west of S. Hawthorne St. (Southern End:32.44056, -97.80014 / Northern End: 32.44097, -97.79979 ) Area of Dist: 0.208 acres Natural and beneficial values potentially adversely affected by the activity: 1. In addition to concerns for life and property, the City has considered the natural values of the floodplain. The natural resources of the floodplain include water, biological, and societal resources. The proposed project will have minimal impacts to the floodplain as the project involves minimal ground disturbance within the floodplain. 2. After consultation with the USFWS, review of the County Lists of Endangered and Threatened Species for the County and on-site inspections of the project site, it was concluded that the construction of the facilities will have no quantifiable impact on plant and animal life. Only native plants are to be used in the floodplain and on the site. 3. Societal resources should also be considered during the design process. The designs are meant to complement the natural features of the area and to offer an aesthetically pleasing structure. The site will not have an effect on agricultural lands. There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and requests for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk. Written comments must be received by the City of Granbury at the following address on or before October 24, 2022, (a minimum 15 calendar day comment period will begin the day after the publication and end on the 16th day after the publication): the Granbury City Hall, 116 W Bridge Street, Granbury, TX 76048 Attention: Chris Coffman, City Manager A full description of the project may also be reviewed from 9:00 AM to 5:00 PM. at the same address.
