Sealed bids for the repairing, patching and preparing existing City Streets for repaving with two course surface treatment for the City of Tolar, Texas will be received at the office of the City Secretary at the City Hall, The City of Tolar, 8712 W. Highway 377 (PO Box 100) , Tolar, TX 76476 until 2:00 PM on June 19, 2019. All bids will be in a sealed envelope with contract number, marked as a "Sealed Bid" and addressed to the City Council. The bids will be publicly opened and read aloud at the time at place described above. Any bid received after closing time will be returned unopened. Bidders are encouraged to verify delivery schedules for overnight couriers to this address. The project includes the furnishing and construction of: The repair patching, leveling, shoulder improvements, preparing and repaving over 80,000 square yards of existing streets inside the City of Tolar, Texas. The project will include TXDOT specification base materials compacted in place, cold mix repair materials, asphalt primer, asphalt tack coat, and two course surface treatment of all repaired streets. The project also includes traffic control, clean up, and a TCEQ SWPPP plan and erosion control measures. Bid prices will be per unit prices. The work will have a one year warranty. Bid/Contract Documents, including Drawings and Technical Specifications are available at Tolar City Hall at a cost of $25.00 payable to the City of Tolar. They can be reviewed in the building at no cost. Telephone number 254-835-4390. Special shipping will be at the bidders cost. The City of Tolar will welcome visits by bidders at any time, however it is appreciated if telephone contact is made in advance to see if the Director of Public Works is available. Otherwise, bidders are expected to inspect the site of the work and to inform themselves regarding all local conditions prior to submitting bids. Bidders must submit a Cashier's or Certified Check issued by a bank satisfactory to the Owner, or a Bid Bond from a reliable Surety Company, payable without recourse to the order of the City of Tolar, Texas, in an amount not less than five percent (5%) of the Bid submitted to assure that he will enter into a contract if successful. Bids without the required check or Bid Bond and that do not include a bid price for all items will be considered incomplete. The Owner reserves the right to reject any or all bids and to waive any irregularities or informalities and accept the lowest qualified, responsive, responsible bidder. A bidder must be in good standing with the City. The successful Bidder will be required to furnish a Performance Bond and a Payment Bond, each in the amount of the contract, written by a responsible Surety Company, authorized to do business in the State of Texas and satisfactory to the Owner, as required by Article 5160, V.A.T.C.S., as amended by H.B. 344, passed by the 56th Legislature, Regular Session, 1959. Bids may be held by the City of Tolar for a period not to exceed 30 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award.
